  • Euro adoption and price increases in Bulgaria – separating myths from facts (ECB Blog, 9 April 2026)проверено
EN · достъп на 2026-10-20 · By G. Aguiari, M. Falagiarda, C. Gartner (ECB) and E. Ivanova (Bulgarian National Bank). Vendors were required to display prices in euro and lev from August 2025 to August 2026. HICP inflation fell from 3.5% in December 2025 to 2.3% in January 2026 and 2.1% in February. Month-on-month prices rose 0.6% in January 2026, driven mainly by food and services. Counterfactual estimate that inflation would have been 0.3–0.4 percentage points lower without unusual January increases in selected services. Retail micro data on about 1.4 million products from the Consumer Protection Commission's price monitoring portal show no systematic upward price adjustment. A time-series model for services suggests that monthly services inflation between May and December 2025 may have been around 0.4 percentage points higher than implied by cost and demand fundamentals, so some retailers adjusted prices ahead of the changeover, with an impact of roughly 0.1 percentage point on headline inflation in 2025.

The euro reference rate on 31 August 2026 was US$1.1596 per euro, that is EUR 0.8624 per US$. Bulgaria has used the euro since 1 January 2026, and the IMF ER dataset holds no Bulgarian rate after December 2025, so 2026 euro amounts are converted at this end-August rate (own calculations). The IMF ER dataset's euro series for Montenegro (MNE.XDC_USD, 2026-M08), which the currency rules use for euro amounts, gives the same end-August 2026 value (0.86237 euro per US$), so the conversions are identical on either basis.
