Value chains & market institutions

The maize chain runs through the fertiliser input subsidy, a government minimum farm-gate price, purchases for the strategic grain reserve by the National Food Reserve Agency and maize trading by ADMARC. The subsidy budget was approved at K111.45 billion for 2026/271. Tobacco is sold through auction floors and contract farming, and the ACE warehouse receipt system links grain storage to bank credit. People in IPC Phase 3 or above in the lean season rose from 1.5 million in 2021/22 to 6.2 million in 2024/25 and are projected at 2.6 million for 2026/27.

Input support

Malawi has subsidised fertiliser for smallholders under successive programmes. The Affordable Inputs Programme ran from 2020/21, and the government committed to 2.47 million beneficiaries in 2022/23, when farmers contributed MWK 15,000 per bag2. The programme reached 1,270,808 beneficiaries in 2024/25. For 2025/26 the target was 1.5 million and the preliminary count 1.0 million, and the target for 2026/27 is 1.0 million3. The 2026/27 budget names the line the Fertilizer Input Subsidy Program, and the Ministry's 2026/27 seed tender refers to the Farm Input Subsidy Program14. In the IHS6, 22.0% of agricultural households were enrolled in the 2024/25 programme5.

Budgets have varied. The subsidy line was approved at K161.3 billion for 2024/25 and revised to K131.6 billion, and approved at K111.45 billion for 2025/26 and revised to K196.5 billion1. The approved 2026/27 amount of K111.45 billion, about US$63.8 million at the end-August 2026 rate, includes K102.0 billion for fertiliser16. The Ministry of Agriculture's vote rises to K971.4 billion in 2026/27, including a new water programme7. FEWS NET expected about 600,000 beneficiaries for 2026/278.

Maize marketing, ADMARC and the strategic grain reserve

The government announces a minimum farm-gate price for maize each season under the Agriculture (General Purposes) Act. The price was K500 per kg in 2023, K650 in 2024, K1,050 in 2025 and K900 in 20261213141516. According to its website in October 2026, ADMARC Limited was 99% owned by the government and had 240 markets and 400,000 tonnes of storage1718. In 2026 the National Food Reserve Agency bought maize at the minimum price of K900 per kg, and ADMARC resumed maize purchases in June 20268. In June 2024 the strategic grain reserve held 15,000 tonnes against a minimum threshold of 217,000 tonnes, and the government allocated MWK 22 billion to the Agency for restocking19. In July 2026 the reserve held about 82,000 tonnes carried over and had bought 13,000 tonnes towards a target of 108,000 tonnes8. The government planned to import 200,000 tonnes of maize from Zambia between November 2025 and March 202620.

Food security and the 2024 drought

The President declared a state of disaster in 23 of 28 districts on 23 March 2024, when the government estimated that about 44% of the maize area had been severely affected24. The national response appeal of April 2024 required US$446.7 million, of which US$158.6 million for agriculture, and had a funding gap of US$425.1 million at publication25. The number of people in IPC Phase 3 or above in the lean season rose from 1.5 million in 2021/22 to 6.2 million in 2024/25 and is projected at 2.6 million for October 2026 – March 20272621. A further state of disaster was declared in November 2025 for areas affected by dry spells in the 2024/25 season27.

Warehouse receipts, the commodity exchange and tobacco marketing

According to its website, the Agricultural Commodity Exchange for Africa (ACE), founded in 2006 from an initiative of the smallholder association NASFAM, runs a warehouse receipt system and auctions under a licence from the Registrar of Financial Institutions29. In 2025 the system had 126 certified storage sites with 595,552 tonnes of capacity, 35 of them owned by farmer organisations, and over the 2022/23–2024/25 seasons 557,322 tonnes were deposited and eight banks financed K221 billion of receipts30. The Warehouse Receipts Act of 2017, assented on 24 January 2018, comes into force on a date set by ministerial notice, and no such notice was found3132. The Export Mandate Regulations of 2021 require listed grains, legumes and oilseeds to be exported through or certified by a licensed commodity exchange33.

In the 2026 season tobacco was sold on four auction floors and under contract farming34. The Tobacco Commission announced production ceilings for 2026/2735, and the Minister of Agriculture set minimum prices in US dollars by grade under the Tobacco Industry Act of 2024 in April 2024 and April 20253637. In the 2026 season rejection rates on the auction floors reached 95–100% of daily sales in late April and fell to about 50% by September3834.
